The door could be open for the FULL privatisation of Royal Mail and the Tories are wetting themselves after examining the Bill in detail.The bill has a paragraph which says "a company is publicly owned if the Crown owned more than half of it (directly or indirectly)" ,which would mean a future Conservative Government would be able to privatise up to 49.9% of the Royal Mail without further legislation.
